The United States has warned of Russia’s possible transfer of satellite technology to North Korea in exchange for military support in the war against Ukraine. U.S. Secretary of State Anthony Blinken stated at a press conference in Seoul that Moscow could share advanced space technology with Pyongyang, while North Korea was already receiving Russian weapons and training.
This cooperation could strengthen North Korea’s space program. It is known that the country’s leader Kim Jong Un has repeatedly tried to launch satellites of his own production, but more often failed. In November 2023, North Korea claimed to have successfully launched a military spy satellite, although previous attempts, including a May launch, ended in failure. Before the failed launch in May, Russian technicians reportedly arrived in North Korea to support its space program.
In September 2023, the Russian president promised to promote the development of North Korea’s satellite technology. This cooperation could enhance Pyongyang’s ability to identify targets for missile strikes and increase its ability to launch preventive strikes, particularly against the United States and its allies.
Experts such as Marco Langbroek of Delft University of Technology believe that improving North Korea’s intelligence capabilities could simultaneously reduce the risk of misperception of the actions of the US and its allies in the region, helping to avoid escalating conflicts.
Relations between Russia and North Korea have come under scrutiny since the signing of a strategic partnership agreement in June 2023 that provides for mutual support in the event of aggression. According to the United States, Moscow may have provided Pyongyang with raw materials, food and technical services in exchange for artillery ammunition and missiles that have been spotted in combat operations in Ukraine.
North Korea has also reportedly sent thousands of troops to support Russian forces. Anthony Blinken expressed fears that Putin might recognize North Korea as a nuclear power, which would only deepen their ties. He said the deployment of North Korean artillery forces and the supply of ammunition are among the key factors that allow Russia to continue its war against Ukraine.
