Elon Musk has publicly commented for the first time on the shutdown of satellite communications systems used by Ukraine’s military. According to the entrepreneur, his company SpaceX had to close a “loophole” in the system because Ukraine violated the terms of use of the Starlink service by using it for offensive attacks.

Musk’s main argument centers on a fundamental distinction between two of the company’s products. Starlink is positioned as a civilian service intended for everyday use and communications. By contrast, the specialized Starshield system was developed for military operations, air defense, and drone control, and is funded and controlled by the Pentagon and the U.S. government.
In a letter to the U.S. Congress, SpaceX representatives confirmed that no changes had been made to Starshield and that the restrictions applied exclusively to Starlink because of its use in offensive aerial missions. Service was subsequently restored to align with the U.S. government’s current priorities.
The Ukrainian side categorically rejected the accusations. Serhii Sternenko, who served as an adviser to former Defense Minister Mykhailo Fedorov, stated on X that using Starlink directly for attack-drone missions was technically impossible, meaning no rules had been violated.
Consequences for Ukraine
The communications slowdown, which lasted approximately ten days, significantly complicated operations for Ukrainian crews flying medium-range drones. The sudden drop in connection speeds caused many aircraft to lose contact with their pilots and crash. According to a commander with the call sign “Oleh,” his unit lost more than $1 million worth of drones on the first night of the disruptions alone.

The reduced speeds forced Ukrainian forces to seek alternatives in the absence of official information. Operators from the “Birds of Madyar” unit said the restrictions made drones easier targets for Russian mobile fire teams, although operations in occupied regions, including Crimea, did not stop entirely.
Political Fallout in Washington
The satellite communications situation sparked outrage in the United States. A group of senators issued an ultimatum to the White House, threatening to block appointments by Donald Trump’s administration unless Ukraine’s full access to satellite capabilities was restored.

Following a series of consultations and a phone call from Donald Trump to Elon Musk, access to high-speed communications was restored. Ukrainian President Volodymyr Zelenskyy confirmed that data transmission speeds had returned to the required level and thanked American partners, the Senate, and Congress for their support. According to Defense Minister Yevhen Khmara, drones connected to Starshield were once again able to reach speeds of nearly 400 km/h.
The episode once again demonstrated how heavily modern military infrastructure depends on private technology giants and the decisions of their owners.
